My friend works at his post for several years and is the manager. The office she works in a single other person. He is close friends with the owner of the company.

He said some very inappropriate for her, as if her breasts were compared to other women (he is married btw). He even made a comment about peeing in her "breasts". He also pulled his pants to show him a scar on his hip. Things like that.

My friend finally sent an email to their boss about it, and all they will do is tell him he needs to watch his mouth, even if it was not the first time that she had to complain about him.

She works alone with him and I wonder if there is anything she can cope with this situation. If it were up to me he should be fired, but the company seems to think not.

it better document all incidents and keep good records, that the Company could finish his dismissal, just to get rid of her buttocks to complain

She did what she could do and so far the company management has done what he should do. If the harassment continues, it might have to contact a lawyer and she will certainly be retaliation if it has negative against him by the company.

She needs to keep their email, it and any response they have done for her.

If the guy is quiet, it's over. As it should.

This is the kind of thing that real sexual harassment a bad press.
From what you say that this reflex has not really done anything to harm your friend. He is a man with a sense of humor typical student that we women do not because we are smarter.
As long as your friend responds, it will continue to believe that his behavior amusing.
It should simply ignore it or she could tell him that instead of complaining about their boss, she wrote to his wife.

It may call his wife or tell her she will call his wife if she does not dismiss. There are very specific laws against sexual harassment in the workplace. If the boss does not do something, then it must do something. A shuld not implement this type of harassment. Maybe get a tape recorder and record what he says and tell her she will take it and let his wife hear.
