So lets say the police search me and they find a way or a choice of locks and keys voltage (lock picking tools). What are the complications? Can I go to jail? If yes, for how long? What a fine would I get? What if I was caught in the act of breaking into someones house or a car with the lock picking tools? I live in Texas and my friend and I saw this in Splinter Cell and we started doing this with paper clips and pen caps as a key tension. But now we have moved on to make our own choices with models off the Internet and we were wondering if you want to hide these from the policy if we searched for any reason.

Lock Pick tools can be considered burglary tools, possession of which may be illegal. Largely, it depends on circumstances. If you and your friend are caught breaking into cars or houses and peak locking in your possession, you will be charged with possession of burglary tools in addition to other more serious charges.
