parking is very dangerous for pedestrians. This is the second time I almost got hit by a car and there is no safe path for pedestrians.

The parking lots are private property. You must petition the owner put up a stop sign non-binding. I say unenforceable, because the police can not issue a ticket for stop sign violations on private property. They may also consider a private traffic control to help, but that costs money - reductions in their profits - money that has a higher priority than your safety. I shop elsewhere and let them know you until it is safe.
