It is probably an analog camera with a composite (yellow RCA) video connector.
If your analog TV is available / yellow video-in jack, then yes, the device connects to the television.
If the connector of the camera uses a BNC video connector, you'll need to get a BNC-RCA adapter.
The reason for the DVR (Digital Video Recorder) card for a PC so you can connect the analog camera to your computer and save the images - and make the camera available to any computer network computer is connected to.
Keep in mind that "wireless surveillance camera" is not exactly "wireless." A camera has a wired camera wire to the control point - sometimes just a DVR or a television screen . This wire transmits the video signal and power. Camera Wi-Fi is only because they transmit wireless video - they still need power. They transmit video wirelessly to a base station - this connects to your TV (or DVR or other device control) and the base station needs power.
So ... Ironically, a "wired" device with a cable wire has less requirements of a "wireless" camera - who needs 3 cables.
